Moscow on the Hill


Tucked snugly into one of the most beautiful and enchanting neighborhoods in St. Paul, Moscow on the Hill offers the most authentic Russian dining experience in the Twin Cities. We specialize in comfort foods and classics, with a number of recognizable dishes such as Beef Stroganoff, Borsht and Blini with Caviar. You'll also find cherished favorites like Pelmeni (meat-stuffed dumplings) and Vareniki (similar to Polish pirogies). The menu offers a variety of delicious vegetarian and gluten-free options.
History
Established in 1994.
Owners, Naum and Marina Liberman moved to America at the end of 1991 with their two sons, Eugene and Igor. This move coincided with the historic end of the Soviet Empire. Following a short stay in Indianapolis, the Libermans chose to settle in St. Paul, Minnesota.  Here they discovered the hills and banks of the Mississippi River that closely resemble the stately Moscow River and Seven Hills of Old Moscow city.
In October of 1994, Naum and Marina acquired a small French bistro in a beautiful neighborhood of St. Paul. Unfortunately, the bistro's business was in decline.
One hot Friday night in the summer of 1997 - another evening with an almost empty dining room - Naum and Marina announced an important decision: "Let's do what we know best! Let's serve Russian comfort food, just like our families did back home."
Two weeks later, Moscow on the Hill was born.
